
Pramod Sawant, the Chief Minister of Goa, has stated that the state government intends to implement a housing policy that aims at offering affordable homes to Goans via the Goa Housing Board. This move is meant to tackle important issues regarding real estate and the availability of housing in the state.

Sawant made the announcement by presenting the revenue surplus budget for the year 2025-26 in the Goa Assembly on March 26. The budget focuses on several tourism sectors, offering tax incentives for rural starred hotel construction and potential SGST refunds on industry investments of 5,000 crore for purchases in the initial five years. The budget estimates Goa’s GSDP for 2025-26 at 1,38,624.86 crore, with a target growth rate set at 14.27%. Further, the state’s per capita income is projected to reach 9.69 lakh, indicating strengthened economic resilience.
Outline Smart Cities And Work Towards Its Development
The government of the state has set aside ₹423 crores for different pan-city projects that would be completed under the smart city mission within the coming year. Panaji is set to be allocated ₹135 crores under the Cities 2.0 scheme by the Centre, which aims towards increasing smart city development by creating smart roads. The government has also suggested advanced lighting systems for better infrastructure. There is also a new township that is supposed to be removed in a central scheme, this includes the renovation of the Municipal Council of margao and the rejuvenation of other important towns.
Encouragement Towards Innovation And Tourism In Goa
Not only does Goa get more modern technology tourism, the newly proposed oceanarium and drone park at Quitol also add to the tourism appeal further enhanced by the mini convention centre. Fostering Developments of Housing and Real Estate Policies
To enhance the availability of suitable residential accommodations for Goans, the government is integrating different stakeholders within a single framework through the Town and Country Planning (TCP) Steering Committee. This committee will manage, approve and give directions regarding important residential as well as commercial projects to facilitate inter-departmental decision making. Sawant was clear that “these decisions will be made mandatory for all governmental departments.”
Moreover, the state intends to carry out a carrying capacity analysis to aid the development of urban centers that is sustainable. Developers of real estate will also enjoy lesser payments of infrastructure tax, paying 50% upon approval and 50% upon obtaining the Occupation Certificate (OC). Furthermore, ₹5 crore has been set aside for slum area improvement, alongside an amnesty policy to allow the changing of property ownership without fines.
Garnering Prospects of Investment from Developers in Maharashtra
The Goan Rehabilitation Board and the Goa Housing Board have noticed the gap in Goan real estate and invited developers from Maharashtra for public-private partnership projects. In February 2025, NAREDCO Maharashtra expressed interest in spearheading residential, commercial, mixed-use, redevelopment, and business park projects across the state which are set to usher in investment and development.
By focusing on economic expansion, infrastructural development, sustainable tourism, and strategic collaborations, Goa’s Budget 2025-26 aims at a futuristic vision by setting goals for a transformative year ahead. The government expects the state to become more prosperous in the near future with the forthcoming changes.
