
The Yamuna Expressway Industrial Development Authority (YEIDA) has revealed that the government of Uttar Pradesh has simultaneously sanctioned the Master Plan-2031 Phase-2 for primary towns in Aligarh, Mathura, Hathras, and Agra. This marks a significant attempt to promote urban and industrial development next to the 165 km Yamuna Expressway, exclusively using the new Noida International Airport, expected to commence operations in April 2025.

YEIDA’s Vision for Urban Growth
Now with the approval, YEIDA will set the pace for the construction of new infrastructure, residential townships, and industries in these districts. The authority aims to achieve the transformation of the regions into growth poles of the economy through acceleration of strategic projects, such as:
- Heritage City in Mathura’s Raya Urban Centre
- Logistics Park in Aligarh’s Tappal-Bajna Urban Centre
- New Agra Urban Centre
The endorsement, according to SEEKDA CEO Arun Vir Singh, will streamline processes for land purchase and project execution, resolving several administrative blockades and opening fresh prospects for development.
YEIDA’s Expanding Diversification
YEIDA Jurisdiction endorses an area of 3,352 sq km that encompasses six districts: Gautam Budh Nagar, Bulandshahr, Aligarh, Mathura, Hathras, and Agra. The urban sprawl is separated into two stages:
- Phase I: Covers 759 sq km in Gautam Budh Nagar and Bulandshahr.
- Phase II: Covers 2,593 sq km in Mathura, Agra, Aligarh, and Hathras.
It was initially mooted in 2012-13, the Master Plan 2031 Phase-2 now has received a nod from the State Government after delays for some years.
Key Urban Centres & Development Highlights
Urban Centre Mathura – Raya
In the Braj area of Mathura, the regional Urban Centre Raya has been earmarked as a center for cultural and religious tourism development. In October 2024, UP Government further enlarged its coverage area from 9366 hectares to 11653 hectares. The flagship Heritage City project, is estimated at ₹7,200 crore for its sprawling flagship 753 hectares. YEIDA will be the land provider and a private concessionaire will undertake the development under a 70-year concession scheme.
Aligarh – Tappal Bajna Urban Centre
The up coming 364 acre Logistics Park near Noida International Airport will provide a significant boost to the supply chain and cargo infrastructure of the National Capital Region (NCR). The park will support industrial and trade activities in the region, enhancing economic activity in the region.
New Agra Urban Centre – Agra
Agra’s New Urban Centre will cover an area of 10,500 hectares adjoining the Yamuna Expressway. The region is targeted for development of commercial activities, tourism and recreational facilities. The project maintains environmental balance, adhering to Taj Trapezium Zone regulations. A master plan will be developed within 9 months by a private consultant.
Urban Development in Hathras
As part of its preparations for the Noida Airport, YEIDA is already working on the construction of a new airport in Hathras. Parallel to this, YEIDA is also assigning a consultant to handle the Detailed Project Report (DPR). The scope of work along with the area of development are set to be completed in due time.
