Dharavi Redevelopment Project Moves Forward as Supreme Court Dismisses Challenge

Construction on the Dharavi Redevelopment Project (DRP) will go on as planned. This was the decision made by the Supreme Court while favoring the Adani Group and upholding the Bombay High Court’s verdict. The court disregarded the plea from SecLink Technologies Corporation on the assumption that some redevelopment work, including the demolition of certain railway quarters, is in progress.

SecLink sought the justice’s view on the matter where the state administration was assumed to have overstepped by nullifying an earlier bid and awarding it instead to Adani Properties Limited. The Supreme Court ruled allowing the project but ordered all funds relating to the project be put into one escrow account.

As noted by the Chief Justice of the Supreme Court, Sanjiv Khanna, the other member of the bench, PV Sanjay Kumar, SecLink has appealed to the upper-level court after being denied by the lower instances. The court has now issued notices to the Maharashtra government together with Adani Properties, setting the next hearing to May 25.

In its statement, SecLink argued that it made a bid to the tune of ₹7,200 crore for the project in 2019, which the Maharashtra government then canceled. In 2022, a new tender was released, which is how the Adani Group ended up winning the project later on. The company also told the Supreme Court that it was ready to increase the bid by another 20%, which led the court to instruct SecLink to present an affidavit detailing the changes made to the offer.

The goal of the Dharavi Redevelopment Project is the redevelopment of Dharavi, which is one of the largest slums in Asia, and turning it into an urban center would make it a city of the future. Adani Properties won the bid in November 2022 and now owns 80% of the stake in the project, while the remaining 20% will be owned by the Maharashtra government.
