VK Saxena, LG of Delhi, has ordered the Delhi Chief Secretary to head a recently constituted body that will deal with pressing problems affecting coaching centers in the city. This body will ideally have 5–6 members from the coaching centers, students, and members of the relevant ministries.

The factors that the committee shall deal with include regulatory issues, high rents charged by landlords, fire safety regulations, drainage de-silting, and related issues. The main focus is to guarantee safeguarding and optimizing the educational environment for the learners. This is in addition to the plan to improve the facilities and circumstances for learning institutions in Delhi.

LG Plans to Move Coaching Institutes

In a casual remark, the LG said the committee should design appropriate action plans that are either short-term or long-term in order to relocate the coaching centers from the current locations to a planned location in phases.

This resolution follows the 30th July conference between the Lieutenant Governor; chief administrative officials of more than 21 private tutoring centers as well as their federation, the Vice-Chairman (VC) of Delhi Development Authority (DDA), and representatives of the students among others.

After the unfortunate incident of three UPSC coaching students being swept away by floodwaters in a coaching center on July 27, the meeting was called.

Legal resistance which the Chief Minister must Mount to ensure that the Chief Secretary is tasked with drafting policies and legal structures concerning the operations of coaching agencies pursuant to the policies of the central government.

The VP of the DDA has been given the responsibility of arranging for the prospection of the areas in Narela and Rohini for the people wanting to start a coaching center. This is the first step towards the development of an education hub that will host all coaching centers.

In its notice also it was stated that any library or teaching facility that’s situated in a basement would attract immediate sealing for any coaching institute. In the immediate term, institutes will arrange without fail for reading rooms for the students on a short-term basis.

Moreover, the LG also stated that the federation of coaching institutes had pledged to help the bereaved families affected by the demise of three students. Also, they are going to give fee concessions in the current session to the students who are already enrolled and have had to face psychological trauma and turmoil.

The LG ordered all the coaching centers in the city to develop a website with a portal having Aadhar based login in order to make sure that data is kept with integrity.

Unlike most slush funds of many coaching centers, the Municipal Corporation of Delhi (MCD) will make it possible to submit online applications for obtaining fire clearance for coaching institutions in difficulty posed by the lack of regulatory clarity by adding a link on their website.

Finally, taking it upon himself, the LG directed the Commissioner of Police to stop the huge amounts being charged as rent and also the mandatory cash transactions for tax evasion in these areas. The Lieutenant Governor is expected to evaluate the circumstances in a period of a fortnight.
